A survey conducted showed that most people do not report insecurity cases.Almost all crimes become known to the police because citizens usually report them,in this role as gatekeepers ,victims weigh their concerns about injustice ,their own security and the security of the community.People do not report such cases where they believe that against the costs of reporting the crime,the police are unlikely to arrest the offender or return stolen property and the notion that involvement in the criminal justice process is time consuming and possibly humiliating. Less than half of insecurity crimes are reported to the police and reporting is most likely violent rather than property crimes or crimes involving a weapon.
